1. New Era of Asian Agriculture
Asia’s agriculture stands at a turning point, facing three urgent realities: changing demand, changing demographics, and a fragile environment. As food demand rises, our farmers continue to age, rural populations decline, and climate change threatens the very foundation of food security. As someone in public service, I believe agriculture must now transform into a more resilient, sustainable, and farmer-centered sector, one that empowers our farmers and fisherfolk, protects the environment, and secures the future of the next generation.
2. Digital Agriculture
Innovation is vital in transforming agriculture to sustainably meet the growing and changing demands of society. Through modern technologies, mechanization, and climate-smart practices, smallholder farmers can improve productivity while conserving water, protecting natural resources, and reducing excessive chemical use. Likewise, responsibly managed aquaculture can strengthen food security by providing sustainable and healthy sources of protein for Asia’s growing population.
3. Climate Change
As someone deeply engaged in agriculture and public service, I believe our farmers deserve stronger and more responsive support systems, especially as climate change continues to threaten livelihoods and food security. With extreme weather becoming more frequent, accessible early warning systems, climate-resilient programs, and affordable agricultural insurance are no longer optional, they are necessary to protect our farmers and rural communities.
4. Value-Chain Actors
I also believe that empowering farmers means giving them greater access to innovation, digital technologies, and wider market opportunities. By strengthening value chains and supporting diversification into high-value crops, we can help farmers become more competitive, resilient, and sustainable. Moving forward, our policies must focus not only on production, but on building an agriculture sector that is innovative, market-driven, and truly centered on the welfare of our farmers and fisherfolk.

Hello! I’m Gilbert Tamayo Ale, fondly called as Gibo. I am completely down to earth, sweet, and kind. You’re lucky if you have a friend like me in your life. I can talk to anyone about anything for hours because I am a good listener.
I am a proud descendant of the Bagobo Tagabawa tribe of Davao City. I earned my Bachelor of Arts in Literature and completed academic units toward a Master of Arts in Literature at the University of Southeastern Philippines.
During my university years, I was a full academic scholar and actively served the student community as Editor-in-Chief of the university’s official publication and as President of the University Student Council of the College of Arts and Sciences – Literature Program for four consecutive years. In recognition of my leadership and service, I was awarded the prestigious University Leadership Medallion.
Following my academic journey, I was immediately appointed as an Associate Professor at the same university, where I taught literature courses with a focus on literary theories, criticism, and analysis. I also handled subjects in technical writing, communication skills, grammar, and speech composition, while contributing to the development of academic syllabi and curricula.
Driven by my commitment to lifelong learning and public service, I pursued legal education as a working student. I initially enrolled in the Juris Doctor program at Manuel L. Quezon University – School of Law and am currently continuing my legal studies at St. Dominic Savio College – School of Law.
I currently serve as Technical Assistant at the Department of Agriculture – Office of the Secretary (DA-OSEC), bringing with me more than a decade of experience in government service, particularly in the agriculture sector.
In my present role, I assist in carrying out the mandate, duties, and responsibilities of the Office of the Assistant Secretary for Agribusiness, Marketing, and Consumer Affairs, Legislative Affairs, and the Department Legislative Liaison Office, in support of ensuring the country’s food and nutrition security, as mandated by law. I facilitate the implementation of deliverables and assigned responsibilities to help achieve the Department’s objectives, as well as its Programs, Activities, and Projects (PAPs).
Throughout my career in the Department of Agriculture, I have served as Technical Assistant in various key offices, particularly as my principal was designated to strategic leadership positions within the Department. These include the Office of the Assistant Secretary and OIC-Executive Director of the Philippine Fiber Industry Development Authority (PhilFIDA); the Office of the Senior Undersecretary; the Office of the Undersecretary for Administration and Finance; the Office of the Chief-of-Staff, Office of the Secretary; and the Office of the Undersecretary for Policy and Planning, Project Development, Research and Development, and Regulations.
My extensive exposure to these offices has equipped me with a strong understanding of policy formulation, program development, legislative coordination, and stakeholder engagement, enabling me to contribute meaningfully and effectively to the Department’s programs and initiatives.
Academe
Associate Professor
Serves as a university instructor, delivering lectures in literature diciplines with emphasis on literary theories, critical approaches, and interpretative analysis. Also taught technical writing, basic communication skills, grammar, and speech composition to strengthen students’ academic and professional competencies. In addition, developed syllabi and course curricula to ensure structured, relevant, and outcomes-based instruction aligned with academic standards.
Local Government
Bids and Awards Committee Secretariat
Serves as the secretariat for the Bids and Awards Committee (BAC) in the procurement of civil works, providing end-to-end administrative and technical support including preparation of bidding documents, coordination of procurement activities, documentation of proceedings, and monitoring of compliance with procurement policies and timelines to ensure transparent, efficient, and lawful implementation of infrastructure projects.

Technical Staff
Provides high-level technical and policy support to a key official of the Department of Agriculture by analyzing sectoral issues, crafting evidence-based policy recommendations, and translating strategic directions into actionable programs. Serves as a critical link between executive decision-making and field implementation, ensuring that agricultural policies are coherent, responsive, and aligned with national development priorities. Also coordinates with internal units and external stakeholders to facilitate informed decisions, streamline implementation, and strengthen the overall effectiveness of agriculture programs and initiatives.
